Kirk J. Meche

President, Interim CFO, CEO and Director

Kirk J. Meche became Chief Executive Officer in January 2013. Mr. Meche has served as President since January 2009. He served as Chief Operating Officer from January 2009 to December 2012 and in other management capacities since 2001 leading various divisions within the Company. Prior to that, Mr. Meche served as President and Chief Executive Officer of Southport, Inc., a wholly owned fabrication subsidiary of the Company, from 1999 to 2001. Mr. Meche also served as a project manager of the Company from 1996 to 1999. Prior to his employment with Gulf Island, Mr. Meche served in various capacities with McDermott International, including Structural Engineer, Hull Engineering Supervisor, and Project Manager from 1985-1996.

Todd F. Ladd

Executive Vice President and COO

Todd F. Ladd became Chief Operating Officer in February 2014 and was appointed Executive Vice President in February 2015. Mr. Ladd previously served as Vice President and General Manager of the Company since July 2013. Mr. Ladd has over 25 years industry experience in the offshore fabrication sector. From 2001 to 2013, Mr. Ladd served as a partner and Senior Project Manager with Paloma Energy Consultants, an offshore construction project management firm. From April 1996 to August 2001, Mr. Ladd served as a Project Manager for Gulf Island, L.L.C. Mr. Ladd also served as Production Engineer and Facility Engineer at McDermott Marine Construction from January 1988 through March 1996.

Donald Mackay

Senior Vice President - EPC Division

Donald Mackay became Senior Vice President – EPC Division on January 29, 2018. Mr. Mackay has been in the international oil and gas business for more than 30 years. Most recently, he was Vice President Offshore of Technip USA, Inc., responsible for all major offshore projects including all combined Offshore/Subsea Projects operated from the North America Region. This work included projects located in Venezuela, Norway, Korea and Trinidad. Mr. Mackay was also a director of the Technip fabrication yard in Pori, Finland. Mr. Mackay graduated with a BSc. in Engineering Science from Aberdeen University, UK. He began his career with Brown and Root, UK, in the fabrication business in 1980. He held various roles in construction, engineering and project management, prior to moving to Aberdeen in 1994 with B&R/AOC in various roles supporting offshore facilities. Donald relocated to Houston in 1999 with B&R to work on major projects in Mexico, including several years with Subsea 7. In 2007, he joined Technip and has held various roles including Project Director and Vice President - Offshore. Mr. Mackay has extensive experience with consortiums, joint ventures, remote locations and projects with multiple operating centers, through which he brings significant experience to lead our EPC Division.

Roy P. Francis

Executive Vice President - Governmental Affairs & Special Projects

Roy Francis was named Executive Vice President of Government Affairs and Special Projects in August 2018.  Prior to that, Mr. Francis had served as Senior Vice President of Governmental Relations and Business Development. He was named Vice President of Business Development in the March of 2008. Mr. Francis formerly served as the Coastal Zone Manager for Lafourche Parish Government, as Manager of a Hurricane Protection Levee Board and Executive Director of the LA1 Coalition, Inc. - a non-profit corporation that was instrumental in securing over $360 million in funding to build a toll-bridge to Port Fourchon which is the largest energy port in the U.S.

Westley S. Stockton

Executive Vice President, Chief Financial Officer, Treasurer and Secretary

Prior to joining the Company, Mr. Stockton served as Senior Vice President, Corporate Controller and Chief Accounting Officer for Chicago Bridge & Iron Company N.V. ("CB&I") from August 2008 until May 2018, and prior to that served in senior leadership positions within financial operations and mergers and acquisitions for CB&I beginning in 2002. From 1994 to 2002, Mr. Stockton, a certified public accountant, worked in public accounting for PricewaterhouseCoopers and Arthur Andersen in audit-related roles. Mr. Stockton has a Masters in Accounting and a Bachelors in Business Administration from the University of Texas at Austin.

Christian Vaccari

Senior Vice President - Business Development for Shipyard & Special Projects

Christian Vaccari became Senior Vice President in January 2016. Mr. Vaccari previously served as President & CEO of LEEVAC Shipyards since 2006. Mr. Vaccari has over 35 years industry experience in the shipbuilding, marine transportation sector and executive leadership. From 1997 to 2004, Mr. Vaccari co-founded and served as Chairman and CEO of Hornbeck Offshore Services (NYSE: HOS), an offshore supply vessel company. He was also co-founder and General Partner of Audubon Capital Fund I, LP SBIC, a private mezzanine capital fund and co-founder and director of Riverbarge Excursion Cruise Lines.

William G. Blanchard

Senior Vice President – Business Development for Fabrication

Prior to his current assignment with Gulf Island, Mr. Blanchard served as Division Vice President for our Fabrication Division and in varying other capacities. Prior to Gulf Island, Mr. Blanchard served in various capacities with Chet Morrison Contractors, Global Industries Offshore, Texaco, U.S.A., Sample Brothers, Inc. and Santa Fe Offshore Construction Company.

Robert A. Wallis

Chief Accounting Officer

Robert A. Wallis became Chief Accounting Officer on February 22, 2018. Mr. Wallis is a Certified Public Accountant and has over 25 years of experience in financial reporting, audit and accounting. Mr. Wallis joined the Company in July 2015 as its Corporate Controller. Prior to joining the Company, Mr. Wallis served as Corporate Controller of AmReit, Inc., a real estate investment trust from 2011 to June 2015. From 2004 to 2011, Mr. Wallis held various accounting management positions including Director, SEC Reporting at Calpine Corporation, a wholesale electric generation company. Mr. Wallis has 11 years of public accounting experience with Harper & Pearson Company, P.C., from 1999 to 2004 and with KPMG, LLP, from 1993 to 1999. Mr. Wallis also served as a commissioned officer in the United States Army Individual Ready Reserve from 1991 to 1998 and as a platoon leader of a chemical company in the United States Army Reserve from 1998 to 2000. Mr. Wallis was also a Distinguished Military Graduate from Texas A&M University in 1991.
